What is Risk Veto?
Risk Veto, the risk analyst's right to block an aggressive council verdict if the trade is deemed too dangerous. A veto lowers the final verdict to something more cautious (e.g. BUY → HOLD).
Example
The council voted BUY, but the risk analyst vetoed → the verdict was lowered to HOLD.
